El Paso promotes a healthy environment through efficient management of the City 's solid waste and environmentally sound long-range of recycling and garbage. The Environment Services Department Collections Division has a rate of 99.6% of bins emptied in the 1st attempt according to Solid Waste Association of North America (SWANA).
Just in case you have noticed your "top" to your garbage bin has been ripped apart to due time or leaks or just plain old out repairs/replacement you can call 311 or (915) 212-6000. Now, if the damage was done by YOU, there is a $55 replacement fee if you wrecked yours.
If you have bought a new home you must 1st call El Paso Water Utilities at (915) 594-5566 to open a new account. Then after that you must call Environment Services Department at (915)212-6000, You should get a 1 blue recycle bin and 1 grey garbage bin in 10 working days. You are allowed to bug garbage bags on the curb on assigned pick-up days till your bins arrive.
Just a friendly reminder on what you CAN NOT put in grey or blue bins:

- radios
- computers
- batteries
- oil
Those 4 items above must be taken to the Citizen Collection Stations or Greater El Paso Landfills.
Oh, regarding yard waste, it MUST be bagged and placed in grey bin AND if your bin is not completely closed you WILL be charged $4.50 if the solid waste driver has to get out and pick up your overfilled bin or extra trash!
