An 11-month-old child drowned in a bathtub late last month, and the child's father, an El Paso Police Department officer, has been arrested in the incident.

27-year old Raymond Licon, Jr., was arrested by Crimes Against Persons detectives and is facing a charge of Criminal Negligent Homicide for the death of his 11-month-old son. Licon, Jr., was booked into the El Paso County Detention Facility under a $10,000 bond, and released the same day.

EPPD and paramedics were called to Licon, Jr.'s home at 3334 Zion on June 20. When they got there, they found the 11-month-old boy without signs of life. EPPD's investigation showed that Licon, Jr. was giving the child a bath in an upstairs bathroom when he allegedly left the child alone in the bathtub. When Licon, Jr. returned to the bathroom, he found the baby in the water.

Licon, Jr. immediately called 9-1-1 and began performing CPR. The child was taken to UMC, where he was pronounced dead.

Licon, Jr., has been with the El Paso Police Department for two years. He was assigned to the Central Regional Command, but has been relieved of duty, according to EPPD officials.

KFOX 14 spoke with the grandfather of the little boy who died and said that Licon, Jr. left the bathroom because he was arguing with the child's mother. The pair are going through a divorce. The grandfather said that he is angry that the police took so long to arrest Licon, Jr. He also said that his daughter, the little boy's mother, is emotionally broken over the loss of her son.
