Las Cruces 5th Grader Gets Bill He Wrote Signed Into Law
As part of a homework assignment, fifth grader Branden McIntosh of Las Cruces wrote a bill.
A few weeks later, New Mexico Senate Bill 392 was signed into law.

The Las Cruces Bulletin reports that the assignment was for “TeenPact New Mexico” which, according to its website, is “a leadership experience where students learn about state government from a Christian worldview”.
Branden was even called an expert witness when his bill was presented on the Senate Floor. The bill passed unanimously in both the New Mexico Senate and House of Representatives.
So, what does the new law created by an eleven-year-old do?
…shall provide an opportunity for a person who makes a purchase from the Department of Game and Fish to donate money to the youth programs by rounding up to the nearest dollar or donating a custom amount.

You’ve probably been in a check-out line before and been asked if you like to round up to the nearest dollar for some worthy cause (and a tax break for the store!).
Branden, an avid outdoorsman and fly fisherman, says the new law will help, “getting youth outside to experience nature and will help our state in the future”.
What was I doing when I was in the fifth grade?
Well, if memory serves, I had just mastered tying my shoes and that was the year I got bounced from the first round of the 5th-grade spelling bee after I misspelled the word “tall”.
All these years later and I STILL haven’t managed to author a single piece of legislation.
