City of ELP Offers Amnesty Period for Unauthorized Trash & Recycling Bins
If you currently have unauthorized trash and recycling bins you will have until October 1, 2019, to return them before getting charged a fee.
The City of El Paso Environmental Services Department amnesty period begins today, September 18 and will continue through October 1, 2019. After this amnesty period, the city will begin collecting a new $25 fee for unauthorized trash and recycling bins.
Each household is provided to have one gray bin and one blue bin while unauthorized bins are those containers not reflected in a customer’s monthly bill. Each additional gray bin is available for $19 plus tax per month and blue bins are limited to one per household.
According to the City of El Paso Environmental Services Department , they retrieved approximately 6,000 unauthorized bins from residents’ homes last year resulting in approximately $300,000 in savings for the City. The bins were also reused replacement bins for households with damaged trash or recycling containers.

Customers may also return unauthorized bins by taking them to any Citizen Collection Station located throughout El Paso:
