The project was pushed through, according to the El Paso Times, by El Paso City Manager Tommy Gonzalez and City Rep. Larry Romero.

There was major backlash against El Paso City Council when they voted to give City Manager Tommy Gonzalez a $61,000 raise. City reps say they have been innudated with phone calls and emails from furious constituents who want to know why they rushed to take Gonzalez's salary to 300,000 from $238,000. An item on next week's Council agenda brings it up once again.
