Everyone agrees that underage drinking isn't a good idea, but who do you put the blame on when there is underage drinking at a party? Is it the homeowners? What happens if the homeowners had nothing to do with the party? El Paso City Council hopes to figure out a way to crack down on underage drinking by creating what is called a civil social host ordinance.

Under this ordinance, it would be illegal to provide an environment where underage drinking takes place. It wouldn't matter who provides the alcohol, the blame would rest on whomever owns the place where they were drinking.

Mothers Against Drunk Driving says most high school seniors do their drinking at parties at private homes. It seems like a good idea, letting your kids drink at home where you can keep an eye on them, but it's against the law. As long as it is, allowing underage drinking could land you in a lot of trouble -- even more so if this ordinance passes.
